1 Project Officers for Indigenous Navigator Project

I. Background

Cambodia Indigenous Peoples Organizations (CIPO) is neutral, non-governmental, not for profit organization which was officially registered by the Ministry of Interior in Phnom Penh, Cambodia – Registration letter No. 1352 Sor. Chor. Nor of 30 June 2014. C.I.P.O head office is in Phnom Penh and will also set up its official work at the provincial level in order to direct support to the indigenous people’s community.

CIPO works to improve well-being, rights and sustainable development of the IP communities, through strengthening the IPs’ sense of ownership on land and natural resources management, economic development and culture/tradition conservation.

CIPO is now looking for two project officers for the three-year Indigenous Navigator Project (2018-2020) (http://indigenousnavigator.org/index.php/en/ )which is funded by International Labour Organization (ILO) and International Working Group on Indigenous Affairs (IWGIA) (https://www.iwgia.org/en/ ) through Asia Indigenous Peoples Pact (AIPP). The Indigenous Navigator is a framework and set of tools for and by indigenous peoples to systematically monitor the level of recognition and implementation of their rights. By using the Indigenous Navigator, indigenous organisations and communities, duty bearers, NGOs and journalists can access free tools and resources based on community-generated data.

II. General objectives of the Position

She/he is to facilitate and maintain strong relationships, participation and empowering processes of indigenous peoples. She/he will work closely with indigenous peoples, Indigenous Focal Persons, government institution (especially village and commune level) and other relevant stakeholders to do the in-depth data collection & analysis on the indigenous peoples’ situation and actual needs and actively work with the indigenous communities and relevant stakeholders for the indigenous holistic community development work in the assigned target villages.  

III. Tasks of the project officer

Key roles and duties of project officer as the following but not limited to:

·         Build close relationships and actively learn within indigenous communities, through home visits, staying overnight at the host families, attending community social events, etc.

·         Work closely with the indigenous communities, indigenous focal person and other stakeholders on the data collection on indigenous peoples situation and needs for the indigenous community and working with them on the development based on the identified needs.  

·         Facilitated and Implement the innovative pilot projects in target communities with the aim to improve indigenous peoples’ access to rights-based, culturally adequate and participatory social services and social protection.

·         Provide capacity development to community leaders and local indigenous authorities on monitoring of public policies for human development, budgets and lobbying of local governments for policy and program changes as well as fund raising and Act.

·          Dialogue meetings between communities’ leaders and relevant duty-bearers and stakeholders to seek alliance and cooperation on project implementation and co-financing

·         Consolidation of findings, production and dissemination of case material to relevant policy-and program-makers at local, national and international level (videos, audio pod, cases, reports and info-graphics) to seek for the support.   

·         Ensure that gender, disability and child protection are mainstreamed within CIPO’s and communities’ initiatives in the assigned indigenous communities.

IV. Qualifications

·         Have good background, knowledge and experience with indigenous peoples affairs.

·         Commitment to the empowerment of indigenous peoples community

·         Best if from any group of indigenous people in Cambodia

·         Have an experience in project development and management.

·         Have a good relationships and good interpersonal communication skills with indigenous peoples, with government authorities at all level, civil society organizations and donors.

·         Knowledge of participatory engagement and alternative learning approaches

·         Be able to work under pressure and based on good time management practices.

·         Ability to think critically and engage in meaningful discussion

·         Ability to facilitate groups

·         Willingness to work as part of a dynamic team

·         Ability to work and make decisions independently

·         At least Bachelor Degree in Geography or related fields.

·         Honestly person

·         Be fast and clear in report writing.
